Tokyo: Japan and Australia are close to agreeing a visiting forces agreement (VFA), which would foster smooth military operations between the two countries, according
to the Yomiuri Shimbun newspaper.

Australian Prime Minister Malcolm Turnbull plans to visit Japan and hold talks with his counterpart Shinzo Abe to confirm the agreement ny mid-January, according to
sources close to both governments.

With an eye to starting talks on a similar pact with Britain by the end of 2018, Tokyo intends to deepen international security cooperation through multiple avenues by
strengthening coordination with "quasi-allies" – in addition to the United States – should circumstances on the Korean Peninsula and in the East and South China seas
grow more severe.

A VFA comprehensively stipulates the legal status of foreign forces engaged in temporary activities, such as joint exercises and disaster-relief missions, in a
nation's territory.

The broad agreement with Canberra would be Tokyo's first-ever VFA accord, though it has concluded a status of forces agreement with the United States premised on the
long-term presence of its ally's forces in Japan.

In the talks between Japan and Australia, which began in 2014, the two governments agreed to implement such measures as simplifying procedures when Japan's Self-
Defence Force (SDF) or the Australian military temporarily stay in either country for joint exercises and other missions, by exempting customs on carried items and
granting permission to bring arms and ammunition.

In cases where relevant parties including defense forces personnel commit crimes in either country, the law of the country in which the crime was committed, in
principle, will take priority. Tokyo and Canberra will continue talks on such cases, as additional time is necessary to clarify details on exceptions and the specific
scope of the rules, among other issues.

The two governments aim to officially reach an agreement on the VFA and begin implementation by the end of 2019.

Behind Tokyo's effort to develop VFAs lies its recent focus on conducting joint drills between the SDF and foreign forces.

In 2015, the Ground Self-Defence Force participated in US-Australia joint exercises for the first time. The Air Self-Defence Force also plans to hold its first joint
drill with the Royal Australian Air Force in Japan next year.

In the meantime, Japan and Britain agreed to aim to conduct joint drills on a regular basis at so-called two-plus-two talks between their foreign and defense ministers
on December 14. They are pursuing a conclusion to the VFA with an aim to expand the drills.

A VFA is expected to have the effect of "demonstrating a bilateral relationship of trust both within and outside" the two countries, according to a senior official at
the Defense Ministry.

Tokyo intends to expand its security cooperation network based on Abe's "free and open Indo-Pacific strategy" in a bid to strengthen deterrence against North Korea and
to warn against China's maritime advances.

The covet military alliance between Australia, India, Japan and USA to constrain China benefits no one except annoying the Middle Kingdom.
It's just déjà vu of reds under the bed rhetoric and increase profit for arms manufacturers.
Urgent problem like poverty, climate change, refugees and human rights are all abandoned while billions even trillions are spent on weapons both nuclear and
conventional.

The Lad4340,Dec 28 2017 at 8:13pm
America needs a war. All of its oldish weapon systems are idle. It needs to be destroyed so that new things can replace them. Capitalism is at its best. No matter how
much life you lose.

Australia should not be so gullible to fall into a trap like Abe wants a Free and Open Asia Pacific Strategy. This is a masking strategy of Abe to expand its SDF into
an attacking Military Force to fulfil its ambition to be a military power as it objective prior to WWII.
Australia seems to be pushing itself more closer to get involve in military conflicts at the decisions of the US and now the Japanese.

basilsydney,Dec 27 2017 at 9:00am
North Korea just proved conventional weapons are worthless and so are these excercises.
All Australia needs is six or so ICMBs with nuke tips.
The new subs and JSF jets are already obsolete and a massive waste of money. North Korea has none of these, but with ICMBs they are now unstoppable.
WAKE AND LEARN AUSTRALIA.

The Lad4340,Dec 28 2017 at 8:15pm
This is tongue-in-cheek right? So it's the old you toss one, we'll toss one and end up destroying the world routine. No one wins a war let alone a nuclear war.

Not sure if Japan has ever apologised for instances of cannibalism towards Australian soldiers in New Guinea during World War 2 or for their atrocities in Burma,
Sandakan, Singapore, Rabaul and many other places. Lets not be too quick to forget what happened only a short time ago.
Plus they still slaughter whales and refuse to recognise Australia's maritime boundaries - they hardly act like great mates!

A country gal Dec 27 2017 at 2:26pm
Nor of "Comfort Women".
Let’s just turn a blind eye to the wholesale slaughter of whales and dolphins, the disregard and disrespect for our territorial waters.

JimHawthorn,Dec 27 2017 at 8:56pm
There have been multiple apologies, by multiple Japanese leaders, including Emperor Hirohito, for Japan's role in World War II. These have been forgotten or purposely
overlooked again and again by China and others stoking nationalist sentiment to distract from domestic issues.
As for specific instances of barbarity during war, all of our leaders would be constantly apologising, because there's no humanity in war.

Whilst we should never forget past occurrences be it WW2 or other times. We do need to forgive and move to focus on peace and friendship. Croatia and Serbia have had
wars and full of hate from an incident that occurred hundreds of years ago. Who is at fault depends on who you talk to. Israel an Palestine have on going hatred
ingrained into children that holds back trust, forgiveness and the road to peace. Germany started two world Wars should we all carry hate and I'll feeling towards
modern Germany. We can't change the past, we can endeavour to not repeat the past by both learning from it and not repeating the same mistakes. Yes indeed what the
Japanese Army did in WW2 was wrong. The way the English settlers murdered and treated our Indigenous Brothers and Sisters was also wrong. We can allow that to divide
us or we can acknowledge it and work together to ensure in the future all Australians Indigenous or other live together with equality, respect and are allowed an equal
chance at making the most of life. I've got no modern day experience to hate any race or even religions as a whole. I can carry hate and anger towards individuals who
do wrong and if someone does wrong claiming it due to faith. I'll hold anger and dislike to that individual but.. I refuse to build up and carry hate toward a race or
religious faith based on the action of a few.

The book 'Prisoners of the Japanese' by the American Gavan Daws should be compulsory reading for every Australian and American military official and public servant and
every politician - there is no point asking the Japanese to do the same as they still refer to WWII as an 'incident'

Nor do we accurately teach about the treatment of Indigenous Australians. Every country tried to cut out parts in History they are not proud of. The USA portray the
Indians as savages yet fail to acknowledge continued broken treaties. When the Rail came along they just built on Indian land. When Gold and Silver was found in Indian
Land they broke Land treaties and pushed Indians of there land. Every Country in the world has mis treated others be it when they invaded and took lands or attacks on
smaller Tribes. We need to foster forgiveness and respect. If we can't forgive and teach hate of others we will forever have wars

SLMelb,Dec 29 2017 at 1:55pm
And posters should also read the book "Rape of Nanking" by I.Chong. It illustrate the Japanese frenzy killing of Chinese children Women and non armed Chinese in
Nanking . 300,000 Chinese were murdered in a short span of a couple of months. Some were saved by a German and other missionaries to tell the story.

Not so quickDec 27 2017 at 5:35pm
I think a formal apology for the WWII atrocities might be in order first. What a slap in the face to those old diggers, our golden generation.

Hi there, It's wonderful news for Australia and Japan to partner closely on many issues but military co-operation must be certainly on top of the list.
If we want to a powerful voice against China in the future then just 2 countries support is not good enough but we need the support of as many countries to stand-up
against China on confronting issue relating to freedom of navigation in the South China sea.
But i am under no illusion that this requires a tricky diplomatic effort because we don't want to see relationship with China being strained in anyway. We all
understand that China has economically grown immensely in the last 15 years and is considered a economic superpower today and Australia has done a good job in
maintaining people to people relation with China. Chinese tourism in Australia is booming and the number of visitors from China has significantly increased.
So to conclude Australia has to raise it's concerns loudly, boldly and in a friendly manner to the Chinese GOVT wherever possible. Where Australia has to take a tough
stance it must do so without fear.

It's very difficult for the USA and it's allies to lecture China on the China seas and building bases whilst we turn a blind eye to Israel continually building
settlements on occupied land. In fact I'd call it hypocritical

Lest we ForgetMelbourne,Dec 28 2017 at 7:38am
I think Australia being tough diplomatically is like being hit with a wet lettuce leaf - we can't even get our so called 'friends' in Japan to stop slaughtering whales
in our marine sanctuaries which they refuse to recognise.

Lest we ForgetMelbourne,Dec 28 2017 at 8:10am
One thing I give Israel credit for is that they still pursue Nazi war criminals to this day - and Israel and hence Israeli laws didn't even exist when WW2 took place!!
Australia's politicians on the other hand are much more craven and have been unwilling to pursue known Japanese war criminals, lots of talk about remembering our
fallen but little to bring justice for its own tortured soldiers and citizens.

Why would stralia ever afraid of china, of the great wall or high speed train?

Lest We Forget. I'm a big supporter of Israel. Having been through a war where the intent was to wipe them out, the Jews deserve
a place to call home. However that shouldn't give them the right to continually build settlements on occupied land. Having themselves at the start of WW2 been evicted
by the Nazis from homes so Getmans could live in themand seen homes destroyed they should be looking back on that and not doing the same to others. If Jews or anyone
tried to fight back in WW2 and killed Germans many would find their homes destroyed. If a Palestinian youth attacks an Israeli they have been known to bulldoze the
youths family home. Then they ask, why are they so angry and hate us so much.

Lest We ForgetMelbourne,Dec 28 2017 at 9:36am
LLL - I don't support Israel's breaking of international law and building illegal settlement's - just admire that they pursue war criminals and wish Australia would do
the same for Diggers who were tortured and killed in WW2. This is not much of an issue in Australia, but it should be because we are ignoring barbarous acts against
our own soldiers and citizens by the Japanese, however we all know about the injustices the Germans committed against Jews.
