DUKEM Ethiopia (Thomson Reuters Foundation) – The scenic road from Addis Ababa to the small town of Dukem is peppered with signs of industry: warehouses and factories garages and gas stations newly-built rail tracks and a freshly paved highway.

Dukem just a short drive south of the capital is home to Ethiopia’s first industrial park the Chinese-owned Eastern Industrial Zone (EIZ) and some of the country’s most fertile land.

For more than a decade it has been on the frontline of a government-led push to turn the still overwhelmingly agricultural country into Africa’s manufacturing hub.

Chinese companies are constructing five industrial zones while the government plans to have 15 industrial parks nationwide by June 2018.

Last year the EIZ which hosts companies ranging from shoe manufacturers and steelmakers to leather processors and car assemblers embarked on a new expansion phase.

The move which means expropriating an additional 167 hectares of rural land around Dukem and the relocation of around 300 farmers has sparked anger among locals and reopened old wounds.

“We were the first” Shewangizaw a middle-aged farmer who lost his fields to an Ethiopian-owned factory back in 2006 told the Thomson Reuters Foundation bitterly.

He and around 40 other farmers were relocated – without fair compensation they argue – when some of the first factories arrived in the area a decade or so ago.

“I don’t have any land now” said his 72 year-old neighbor Bashada who lost nearly five hectares of farmland then and now rents one hectare from an older neighbor for 10000 birr ($367) a year.

The group is campaigning to have its case heard by the federal government.

“It’s not fair” said Shewangizaw. “Our families were just destroyed. At the time compensation paid to us was so so cheap. And we don’t have any land to farm or live on now.”

ANGRY ONCE MORE

Muhammed Tilahun vice-head of the Dukem Land Development and Management Office told the Thomson Reuters Foundation the local government was now addressing the concerns of farmers.

That includes 190 farmers and their children who lost their land back in 2007 and are now being given additional land to support them he said.

Yet the anger expressed by Shewangizaw and his fellow farmers is echoed across much of central Ethiopia which has experienced rapid urbanization and fledgling industrialization over the past decade.

In 2014 a plan to expand Addis Ababa into the surrounding region of Oromia – in effect swallowing up small towns like Dukem – sparked mass protests.

The demonstrations later spread across the country resulting in hundreds of deaths and eventually prompting the government to impose a nine-month state of emergency.

Peace has now returned to Dukem’s streets but farmers whose land has been earmarked by the EIZ for future development are frustrated and angry once more.

“Our land came from our ancestors” said Telahn Chaka a 57- year-old farmer in nearby Goticha village who said he would lose his remaining farmland this year.

“I was hoping to give it to my children too. Now I have nothing for them to inherit.”

He and his neighbors tried to resist the plan he recounted prompting the local police to briefly detain four of them.

Solomon Basha spokesman for the Dukem town administration disputed this account.

“No farmers are protesting the expansion now” he told the Thomson Reuters Foundation. “No farmers were arrested or killed in this process.”

The EIZ has promised to build a hospital a school and a market center for farmers in addition to a total of 113 million birr compensation for the latest phase of expansion Basha said.

Each farmer will receive 500 square meters of replacement land in addition to compensation he added.

But for farmers like Chaka memories of the first phase of expansion still loom large.

“This is propaganda” Chaka said. “They promise us a lot of things – new land a school for our children electricity running water – but after they take it nothing happens. So we lose our land and end up in poverty.”

BETTER COMPENSATION

However in the decade since the EIZ started the process of land acquisition and compensation in Ethiopia has changed.

Muhammed Tilahun the local official said compensation during the first phase of development was “very low” and did not include replacement agricultural land.

“We have set up a committee to identify those who suffered under previous regulations” he said adding the price of compensation had more than doubled from 18 birr then to 54 birr per square meter today.

In Ethiopia all land is formally owned by the state and there is no established price for farmland.

Officially households should be paid 10 times the market value of what can be produced on their plot in a single year though this can be tricky to measure and vulnerable to abuse by unscrupulous officials.

“The amount of money they pay for compensation is actually quite high” said Stefan Dercon chief economist of the UK Department for International Development (DfID) and a professor of economic policy at Oxford University.

A 2015 report by Oxford’s Centre for the Study of African Economies found affected households in one part of Ethiopia received compensation payments on average nearly five times higher than their total annual expenditure on consumption and for some households as much as 10 times more.

A further revision to the compensation process is expected to lead to a substantial increase in the amount of financial compensation received by farmers when it is introduced by the federal government later this year.

But the Oxford report’s author Anthony Harris of Mathematica Policy Research which analyses public wellbeing said providing replacement land remains a challenge.

“They are supposed to receive a new plot. But that often doesn’t happen especially in places around Addis Ababa where land is scarce” said Harris.

Meanwhile households lose an unmeasured stream of income from their farmland and many individuals struggle to find new employment he added.

“It’s sort of an inevitable consequence. It’s going to be very hard to find some sort of alternative livelihood especially for the older generation.”

LOW WAGES

低工资

As for Dukem’s farmers the prospect of giving up farming for work in the factories of the EIZ is often unwelcome.

The zone currently employs more than 10500 Ethiopian employees the vast majority of whom come from the Dukem area according to the Ethiopian Investment Commission.

But locals complain of low wages and poor treatment by employers.

Lemma Teshome the 24 year-old son of a farmer in Goticha whose land is being expropriated this year worked for three years at a soap factory.

“Nothing was good” he said. “The pay was low and our hours were long. We were so disappointed.”

In December last year a strike over overtime hours broke out in a shoe factory which led to some street protests.

A spokesman for the Ethiopian Investment Commission said that dispute had since been resolved through “mutual understanding.”

“Some of the workers didn’t want overtime even though they are paid. But they reached an agreement” the spokesman added. “The company said they could decide whether they wanted to do overtime or not.”

here is another idiot so called Reporter Tom Gardner and Astrid Zweynert @azweynert.
learn what eminent domain means and come back to me

Abdi February 1 2018 at 8:48 PM
I wonder why the government opens all these businesses in places where they hate work. If they had opened it in Tigray or Somali region or in the South there won’t be any problem. Instead the government is opening these factories in places where they are shy of work namely Amhara and Oromo regions. Now they will creat a lot of problems to prevent others from working. Well after all they never had worked in their lives and those who encourage them to work becomes their number one enemy. That is why they hate the government.

Teddy Red line February 2 2018 at 11:58 AM
Abdi If I follow your format and respond to you I will be an Idiot just like you. I just want to let you know that you are the other stupid Somali on this platform beside Ancient Somali. You cannot say that while eating Oromos and Amharas food. Come on; is that what you see in reality in Ethiopia? No so fu*** yourself I hate people like you just poor that all I can say about you. Industrial park is a great concept and it changed so many countries around the world. Here is the problem in our country when you take land away from a farmer for any development work or infrastructure you must make sure that person is fully compensated and somehow needs to have something to rely on then he will survive with his 7 or more kids for the years to come. SIMPLE!! As far as I know all these farmers get paid $200K to $ 500 K in most cases to give up their land which supports so many families.

Then the farmer buys a Bajaj to support his family and guess what the bajaj will not bring enough money to sustain his/her previous life then the bajaj gets accident and no money to fix it and the only option left is to be a guard on his own land. I personally talk to lots of people a few years back. That is fu*** up. Here is what I think; If Industrial Park is for development of a country those people who pays direct price needs to be secured. For someone to get rich the farmers don’t need to pay their life. I am 100% pro Industrial park but in a fair way. I know this area very well; I also know how many families are homeless already from the previous land grab. Why not learn and do it correctly in a way that farmer feels he is also playing in his country’s renaissance? Now or later we will see more of this type of things but if they are not done correctly we will hurt so many farmers and most farmers end up being a homeless. A farm is home for the farmer and you took his home and he has no place to go. How about putting together 15-200 or more farmers and create something for them to work on and somehow they have sustainable income. You can also include this as your side industrial park plan? Why not? The investor doesn’t have to come from outside to call this development industrial park. It is very easy for a country who imports almost everything. Make the farmers produce something since they no longer produce “Ya Adaa Tef or Senda” don’t expect them to service forever with $200k compensation while buying sugar and oil is like buying gold. In that regard I can say EPRDF is trying to do something which is not well planned which is not aligned with our life style.

Teddy Red line u have very good point… but to make ur point u dont have to insult Abdi.. he also have goooooooooooooooood point why bother with oromo and Amhara because they want to keep on farming let them farm take the industrial park where the people want it…

Teddy Red line(回复上条网友)你的观点很好…

based on your solution i come up with this kassa system let say we have 100 farmers in one area and we want to take their land and we want to give them 200k each === that would be 20 million birr total instead of giving each farmer 200k what we should do is start modern farming or hen production that doesnt take much space this way the farmers will be share holder and we can increased their income by ten fold … no body get lump sum amount they get monthly payment … not only this the government will build them school hospital and drinking water and many other service to make them happy and still make money and even give them first choice to get job in the industrial zone

LOL yes the Amara say “edemae kerfafa” you end up seeing unbelievable things. Let them say whatever they wish it does not matter one bit. It will all be shut off in one strike when that inevitable day arrives and the people take back their destiny into their own hands. But I have to tell you one thing what really pleases me is when I see the younger generation how they have broken and shred into pieces all the traps laid out by the vicious occupiers. Few days back I was watching the young heroes of Woldeya chanting with long sticks in their hands defiant to the end. What really amazed me how similar they look to all those brave Qeroos from Dembidolo Nekemte to Ambo Ginchi to Chelenko Meeso. It’s like they all have come together by some divine proclamation. Indestructible wall of two third majority the occupiers peeing in their pants. Tomorrow if I die I die happy as I know this brave young generation will keep and protect this country.

Shewarega Syrian were dancing and singing on the street before their country go to hell

https://www.youtube.com/watch?v=xCS8SsFOBAI
watch this video and tell me it WAS so beautiful they were singing and dancing they were saying down down TPLF or BASHAR… and looooooooooooook at them now … now i feel sorry for Syrian because they did not know what is coming but i will not feel sorry for Ethiopians if they make mama Ethiopia another Syria … because only idiot jump off the cliff after seeing what happened to Libya …then again buda and Galla have low IQ. otherwise how in hell they keep on going to Libya and Arab country after all this information …. now after the see what happened to Somalia when they remove their government after they see what happened to Libya and if they still dancing and singing on the street because those Buda taxi drivers from America told them then i dont feel sorry for them ..

10000% Shewarega and ittu will never affected if Ethiopia go to hell

Well those things happen when hated leaders are not willing to give up power. When unelected leaders try to stay in power by any means Necessary! I think you need to advice your masters to start packing up if you want everylasting peace in Ethiopia.

AS or the IQ question it’s scientifically proven that people who are malnourished as a child tend to have the lowest IQ therefore your dry **s starving people of Tigray region are ones with lowest IQ and it showes. Let’s look at the most educated and successful people in Ethiopia. Huh? And who has the most fake doctorates and masters ? Hahaha. You are not in a position to insult anyone. Watch what comes out of your mouth. The truth Always prevails regardless of what spit out here

Shewar eminent domain is not communisim
Eminent domain (United States Philippines)
land acquisition (Singapore)
compulsory purchase (United Kingdom New Zealand Ireland)
resumption (Hong Kong Uganda) resumption/compulsory acquisition (Australia)
or expropriation (France Italy Mexico South Africa Canada Brazil Portugal Spain Chile Denmark

now as u can see any civilized nation even France where those so called reporter come from they take ur house if they need it for public use or for economical use ..

what i want those two Reporter Tom Gardner and Astrid Zweynert to write about is how in hell France occupied Djibouti for last 99 years and never develop it .. but when Ethiopia come in and open up Djibouti they start earning billion of dollar and their life is not the same … so my question is France did not even develop any African countries how on earth they have mouth to talk about china or any development in Ethiopia they have no shame …

again here is what Trump saying about eminent domain

if Al Amoudi want to build factory and hire 7000 worker then the Eminent domain apply
but if Al Amoudi want to build his own bigger house then Eminent domain doesnt apply very simple

Ethioash Your Nick name describes you well. Your thinking is like ash from an ashtray. No one ls against growth and development. What people are saying is that these farmers need to be compensated fairly. That is what eminent domain means it means you have to offer the people on the land money before you can come and claim the land. These poor farmers need fair compensation eminent domain does not mean the government can calm and just take over the land without compensation.

in today’s Ethiopia birr 200_500k does not buy you land let alone build a house on that piece of land.

And you have the nerve to talk about how Ethiopia made Djibouti better? Darling away 522 million dollars a year as if that’s a good thing for Ethiopia. That is a minimun of how much Ethiopia is losing every year for not having a port tanks to the midgett devil.

Woyanes used to care about the poor. However that all changed the minute they took off their lice infested shorts. It got worse when they started consuming kitffo A delicacy that’s quite different than the ‘qulqual’ they grow up on

The saddest part is a TPLF High official had THE audacity to tell us the poorest of the poor still reside in Tigray region. With all the billions they stole they couldn’t even help their own people that got them where they are at today.

It begs the question if they cannot help liberate their own people from dire poverty how can they liberate other people from poverty and devastation?
