Why didn't Japan finish the war with China before attacking the United States?

At that time the Japanese Army and Navycannot get along.
The Japanese Navy is totally uselessagainst China except to provide for logistics support.
Therefore to win honor and to gainresources for the Japanese Empire, they need to attack the US so that they caninvade the resource rich Southeast Asia for oil and rubber.
The Japanese did not need a big win tocripple the US as controlling the rubber plantations in Malaysia and Indonesiawill cripple the US. Problem is, they did not expect the US to invent synineticrubber.
As for the Japanese Army, they are struckin an endless war with China as they did not expect that China with the Tibet,Mongolia, Xinjiang, Inner Mongolia, Shanxi, Guangxi Yunnan and Sichuan stillvastly intact, represent 70% of the unconquared regions and the war is far fromover.
Moreover with the overseas Chinese sendingresources and money from Southeast Asia, the Japanese are naturally extremelypissed off. But in order to stop this source of monetary and fighting men fromSoutheast Asia, they need to attack it first.




It is not because the Japanese did not wantto finish the war with China but they could not. By then, all the warlords inChina had either joined KMT or CCP and these two main armies have tacticallysurrounded the Japanese holding via more than 10 open fronts.
The populous Hebei region was under CCPcontrol while the KMT had the populous Sichuan region. The Japanese foundthemselves exposed on two main fronts which they could only advance one at atime. At the same time, the Japanese was tricked to take the KMT capitalNanjing a few years ago and they were exposed to a third dangerous front fromFujian, Guangzhou, Yunnan. A forth deadly front lies near Jiangxi, which isnear Shanghai and Nanjing.



At Manchuria. the Japanese had to guardagainst the Russians as well.
Turn out what the Japanese had suspectedyet unwilling to admit from the very start, they were being outnumbered by theChinese on all the fronts. Toward end of ww2, the Chinese armies would ratherdie than surrender and the Japanese found themselves fighting enemies that theycould not defeat.
So when the US begins its counterattack.the Japanese Army can only spare the Japanese Navy a limited number ofdivisions even though they had more than million men in China but the ChineseArmies are in the excess of more than 10mil.
In the first place, the Japanese did noteven come close for a China takeover even though the Chinese had been fightingthe Japanese for 8 years before the official start of WW2 since the West onlywants to weaken China with the US selling oil, steel and weapons to Japan forthe invasion of China.

Hubris. As military strategy, Japan’sattempt to conquer China was just plain stupid—much like Napoleon’s andHitler’s failed attempts to conquer Russia. The supply lines and logistics wereoverwhelming challenges, Chinese people (both Communists and Nationalists) wereincreasingly patriotic, and the Japanese only increased this patriotism furtherthrough atrocities such as the Rape of Nanjing and the aerial bombardment ofChongqing. Also, China didn’t offer the kinds of immediateeconomic/infrastructure rewards (oil fields, steel or aluminum production, etc)that might have rapidly benefitted Japan even if it did succeed.

You will notice that, although vast regionsof China are under Japanese control—and more importantly all the denselypopulated regions are—Japan still did not even nearly occupy all of China.
The issue was, due to constant aggressionon the Japanese part and a clear desire to annex all of China plus the constantracist rhetoric that Chinese people were subhuman, Chiang Kai-Shek had nointerest in negotiating with Japan. And, because they wanted all of China(which the Kuomintang was never going to agree to) Japan also had littleinterest negotiating.
As a result, Japan could neither end thewar militarily or diplomatically thus giving them no choice but to continue thewar.
