You have the question slightly wrong. It’s not when the KSA runs out of oil, it’s when they run out of SURPLUS oil. Their oil supply won’t run out, but their consumption of oil is on the increase while their oil reserves are fixed. Around 6 years ago the leadership ran the math and the projection was scary.

i doubt they will progress to a developed economy. It will depend on what happens to the guest workers who operate the economy. Its not likely that they will want to stay in an autocratic exclusionary state where they cannot become citizens, and the remaining emirati are largely rentiers, not known to be energetic, innovative, and industrious.
