What makes China's ambitions even worse was not only did they fail to qualify in the 2022 cycle, they were unceremoniously eliminated in a 3-1 loss to Vietnam. Executive orders, plans etc. But more often than not, those bureaucrats don't really understand how things actually work, just like their failure with the one-child-policy or the meltdown in China's real estate sector or the belt and road initiative. Do you know any European or South American who plays in Korean Premier League? Or in Japan's J-League? Only Iniesta did, instead of retiring some years earlier. Yet South Korea and Japan are Asian superpowers in football, they win their continental cup frequently, their clubs fare well in Asian Champions League and they are permanent participants in the World Cup. And unlike China, S. Korea and Japan have players in the top 5 leagues in Europe.

Football is just not in the radar. They rather their kid play golf, badminton or table tennis. And given the pressure to succeed economically, which parent will encourage their kid to take up soccer as a pro career? The same is happening in tennis and other sports. Same mindset in other Asian countries as well.
