My question is, in this novel Buddhists are treated as nefarious individuals, arrogant and self certain yet duplicitous and controlling.
This is not the first novel I've read like this. I've read dozens of wuxia and xianxia novels over the last decade, and almost uniformly Buddhist sects or cultivation are treated as both insanely powerful, and insanely untrustworthy/controlling.
To be fair, I'm from America, the knowledge I have is very much only Americans outlook of Buddhists, in general we perceive them as kind, benevolent individuals with a high spirituality and possible martial ability. Seeing this is fascinating.

Seems to be a common trope that they are all hypocrites. The ones that aren't are always ridiculously OP too.
The hypocrisy is usually shown by the fact they cultivate and are involved in worldly affairs, eat meat and drink wine, womanize, or even are demonic cultivators.

I think the western equivalent would be Catholic priests, as they are supposed to embody ideals that they very publicly don't occasionally. Sort of how when someone's patter involves how honest they are, you know they're going to try and rip you off.

Maybe in western countries but in my home asian country, christian priests are more like powerhungry politicians or greedy businessmen rather than closeted-gay pedophiles.
I have never heard of a priest molest a young boy in my town or neighboring cities, but there are lot of rumors of them embezzling money, having affairs with devout mothers, secret meetings with the local mayors/governor, controlling the local economy, etc etc.
I know one that got a mother and daughter pregnant at the same time, both the mother and daughter combo left the husband for the priest, and the local government and businesses actually advocated for and protected the priest.

Buddhism, like anything else, will reflect the person practicing it, or CLAIMING to practice it. Power corrupts. Religion is a useful way to manipulate people. If the people at the top are corrupt, they will use the power of their position to convince others that something is holy, or right, when it isn't. People want to believe that their religion, and their religious leaders, are incorruptible, and will often refuse to see the truth of a situation, even if they have been shown many times in the past that their religion can be perverted or their leaders corrupted.

The less familiar you are with a religion the more likely you are to only know the very best, or the very worst. So for many westerners, Buddhism is all peace and light and no killing, articles about monks carefully vacuuming up ants and releasing them, safe and sound, away from the temple grounds. (No kidding, that was an article I read a few years back.)

In "western" settings, the corrupt church, evil priests, etc, are all pretty common tropes. Evil buddhists seem to fit right into that.

My guess is it's either in-universe because Daoism and Buddhism are rather opposing ideologies in this case, or outside the story because authors may have some rather nationalistic tendencies (though that's obviously just speculation)

The former because Buddhism does not advocate for immortality, which is pretty much central to just about any xanxia/wuxia stories. So ideologically Buddhist sects would likely oppose our MC's and vice versa.
Historically Buddhism and Daoism have also more or less competed for imperial patronage, with certain dynasties drawing from one or the other to legitimize their rule.

the three main explanations for evil or antagonistic Buddhist cultivators that I've seen have been either 1. Rooted in folklore, 2. An artifact of the individual setting's cosmology, or 3. Inversions of Buddhist tradition.

Outside of the Chinese government suppressing Buddhism, the biggest reason for Buddhists so often showing up as rivals or enemies to Daoist cultivators is due to folklore. You see a lot of the same names over and over again in cultivation novels - Nuwa, Fuxi, the Three Purities, and so on; that's because the cultivation genre is loosely based on myths that feature said deities. Buddhism is also mentioned in these myths (often as "the Western religion" depending on translation etc, hence why the famous Buddhist adventure saga is called Journey to the West) and those Western deities are rivals and antagonists to Daoist deities. So there's a long tradition of Buddhists and Daoists fighting in the literature that inspired the genre, and that carries forward into today.

Some novels depict the Dao as something only one person can obtain - "only one person can have Mastery of the Dao of XX", and so on. In those sort of situations, partly due to the folkloric traditions mentioned above, it's not uncommon for the protagonist to come into conflict with Buddhists once he runs out of fellow Daoists to punch. In this situation Buddhists become "evil" because they're obstacles to the protagonist in obtaining monopoly of the Dao he follows. (Usually also the author then makes said Buddhists out to be brainwashing all of their followers on behalf of a manipulative deity, to make it less sketchy when the protagonist murders them all for power.)

The most common Evil Buddhist, though, and the one that I expect you're asking about most specifically, are the ones who take Buddhist teachings and then use them for ultimate evil power. Typically they are lone demonic cultivators, or very rarely part of an evil sect, but definitely don't represent the mainstream of Buddhism and are exceptions to the rule. These Evil Buddhists are basically using the equivalent of the "Dark Side of the Force" - similar to how Mastery of the Fire Dao can allow you to extinguish flames by using your powers in reverse, Mastery of the Buddhist Dao applied in reverse can allow for the negation of virtue, perfect selfishness, the power of Demons, etc. In other words, they're the Buddhist equivalent of Satanists, people who know what "good" is, but would rather do the opposite in exchange for supernatural benefits.

The only thing i can say is that xianxia novels, manhua, manhwa and a lot of such stories love to invert things which are in the real world. That's its nature. Because if they didn't the Monks or better said Buddhists wouln't really appear in the Story at all. For daoists its the same thing. Have you looked up daoism before ? Its about going with the flow and letting go. Not about murder and the other stuff like its depicted in xianxia novels.

Buddhist monasteries were some of the world’s earliest moneylending corporations. They subsequently became extremely rich while simultaneous advocating for a non-worldly life. This resulted in huge swathes of the population effectively enslaved by debt.
Buddhists also were forbidden from killing people but torture was fine. So debtors who couldn’t pay were often crippled in ways that left them in chronic pain.
Buddhists are depicted as evil because they were often evil. It’s that simple.

Not historian or anything but I grew up watching tvb and various Hong Kong drama; I think it has to do with Chinese thinking. Nothing is ever only black or white there are gray areas it is the most common troupe ever.
In historical drama I had seen Buddhist temple were often portrayed as immensely influential, so much so most of the time it is the only place for villains to go at the end if they wish to escape punishment. Some drama have portrayed this as them turning for the better but I always thought it was giving an unsatisfactory good ending for some villains.

If one organization/sect shows you they are squeaky clean it means they have something hidden and if something is permanently or often portrayed as the worst of the worst they often have… kinda sound motive lol. Like I think I rarely see this happens when I watch movies nowadays but I remember watching those as a kid & the villain would explain their motive and sometimes I’ll be like ”I don’t like it, you’re still a bitch but… I get it.”.

It’s going off rails but it happens even more often when I watched these cops/criminals drama where the cop have to go undercover, sometimes they go for so long they forget they are cops undercover because they kept getting told to stay in by their boss even when they want to quit; what’s even worst for them they still have to deal with the consequences of what they did at the end to survive in a triad organization.

Aside from the whole "Bhuddism vs Daoism" angle or the "Buddhism vs government", the fact of the matter is that Buddhism represents a moralizing force.
A lot Japanese (not sure about Korean) stories depict Christianity as a sanctimonious hypocritical faith and like Buddhism Christianity has it's fair share of scandals as well.

From my personal experience, I haven't read many stories where Buddhist faction was the bad guy. But they were often depicted as strong, morally rigid, overzealous, sometimes overbearing people that want to convert others into Buddhists. Which often prompts the MC to joke about not wanting to become a baldy.
Another trope I've seen is the Bhuddist friend, who is an ally to MC.

It's not only buddhist. In a lot of novels, religious organization are more often than not secretly the evil mastermind behind all the bad things that happened. Anything that resemble a righteous church or sect always have scandal. It's like real life. In any country, you can always find a scandal involving its main religion. Christian, Islam, Buddhist, you name it. Because religious organization use zealots. And zealots don't always think rationally and think the higher ups are always right. And the higher ups often use it to their benefits.
