In my country it is unfortunately true. We have to pay a lot of money for after-school english classes to get a b2 and c2 level certificate.
At least the internet helps. I have a friend who is learning English for free online and he is doing quite well.

I have been living in North America for 30 years, every so often I visit Korea to see my family. I remember this one time I went to the local gym to work out in Korea near my parent's neighborhood. I got a personal trainer and my trainer was training 40-50 year old man, and a kid around 12-15 I think and me at the same time.
This teenage kid was supposed to be some really smart kid that goes to some prestigious school in Korea. When this kid learned that I speak fluent English, he wanted to show off his English skills by communicating with me in English only. This is how the conversation went...
Him: Hello.
Me: Hey.
Him: How are you?
Me: Not too good, I am still trying to get used to the heat in South Korea, but other than that I guess I can't complain.
Him: * pauses in confusion *
Him: "I'm fine thank you. And you?"
At this point my trainer smacked him on the head and said, that's just memorizing text book, not speaking English.

It's partly because of the rise of social media. Another problem is the dialects and how parents these days , themselves having grown up with the internet, default to English. I'm an English Teacher in Korea and that does not surprise me at all. In fact, that is exactly what I would expect to happen. He probably IS a smart student, because he could parrot that well (and an enthusiastic and brave one too!), but they learn these phrases text-book style, and usually just as kind of rote conversation sequences. This is rote from an early chapter in the grade 4 textbook. He learned "Hello" "How are you?" "I'm fine thank you. And you?" as a rote conversation sequence. So if you go off that sequence he learned in any way, he won't understand because he learned the sequence as a set piece, but not how to vary that (and your reply was generally far too sophisticated for most Korean people, let alone a child). First, in Korea, you must always speak LITERALLY, second use simple words and phrases - even to most very good adult speakers - similar to the language you would use for a toddler. Had you said, "It's hotter here than in my country, so I'm very hot. But I'm okay", he might have had a chance if he was a very advanced student. Even this is difficult for many Korean people, but most Korean people with some basic English might understand that. Simple sentences with simple meanings, and definitely literal - no subjective or metaphoric content - most Korean people definitely will not understand these.

The boy probably only has a rough understanding of the basic meaning of what he said, not an understanding of the individual words. Herein lies the problem. This is because it's not taught properly, I'm afraid. They learn to parrot, not creatively speak, because they aren't usually taught the detailed meanings and grammar of what they are saying. They can't learn sentence variation if they don't know the grammar behind what they are saying! For example, they're generally just taught that "Sounds good!" means "좋아" a lot of the time. Of course, that's a good usage translation most of the time, although not always, and that's not it's true meaning - they probably don't even know what the word "sound" means. And because of this many students think they are just not capable of learning English, because they don't understand.

Most of the native English teachers here, firstly are not trained teachers so they don't have proper basic teaching skills, secondly are mostly just native speakers without any linguistics training, and in my opinion, to teach English properly, BOTH of these skills are needed to work together in tandem. And even if they do have some linguistics training it's probably high level and sophisticated in nature, it's definitely not linguistics training with a view to breaking it down for beginners and teaching it as a second language. Herein lies the problem. Korean kids need to be taught more efficiently to understand the grammar and meanings of what they are saying in order to learn how to vary that. In my experience, when you DO teach that meaning and grammar breakdown, they DO start to understand, they gain much more interest and curiosity for learning English and they understand massively better. My students pretty much ALL become much more confident and interested in English when they understand the grammar and meanings of what they are learning. The change is often remarkable, in fact. This is my opinion after nearly 5 years of teaching in South Korea.

This is not a criticism of South Korea's education system. South Korea does a lot of things really, really well - even better than my country (Australia), but English teaching, sadly, is not one of them.

Speaking from experience (people in Asia I've known and met personally), they are just humble and tend to underestimate themselves. A lot of them speak really well actually!

All of them spoke great english! A language, to me, is a tool you use to communicate purpose and intent. As long as I can understand what you mean, you've done a great job in conveying your message. They had definitely undermined their own abilities to speak english. Learning a language beyond your own mother tongue after growing up is very tough, after all.

I've just visited S Korea with my Indian fiance and she noticed that the majority Koreans couldn't speak English. It kind of makes sense how most Koreans are obsessed (or at least used to) with learning English and it can make you more marketable in the job market.

Learning other languages, not just English but other languages too, you can't really learn it easily by just studying it, you have to make it part of your life, use it as much as possible, be surrounded by people who speak with it, talk to others, may it face to face or digitally, use it like it's your mother tongue, that way, you can really learn it.

I think to be able to become good at a second or third language you have to be exposed to that language a lot. Just school classes are usually not enough. Enough to become "good", maybe, but not enough to become anywhere close to native. My English started becoming much better once I started watching series in English, English books or anime and k-dramas with English subtitles. And having a foreign boyfriend where our common language was only English also helped immensely with speaking.
It seems to me that younger Koreans (currently still in school or graduated in the past few years) are much better at English because of the early exposure from the internet.

wow they all did well. As a Korean language learner I struggle with all the same things. My brain lags, I feel like I am make all sorts of grammar errors (and I am!) My pronounciation is all wrong. I write better than I speak! I guess it doesn't matter what language we learn, the challenges are universal.

I'm from the Philippines. My niece's husband is Korean, graduated with a degree in Economics in Korea, and even finished his master's degree. I did not confirm what university but he mentioned that it was a top Korean university. He speaks English but not quite well but surprisingly found out that he's very good at written English. He mentioned that tho he understood English very well but he admitted that he has a struggle in the actual conversation. I told him to carry on and forget to think of perfection. After all, even native English speakers commit grammatical errors occasionally. As long as you're able to convey your message across, then you'll be fine.

I'd say that here in India, we have a lot of regional languages to begin with. And we start learning English as early as possible (kindergarten). So official language of literally most of the official documents is english. Even in examinations, english is one of the compulsory language other than the one you choose.
Looking from the social aspect, people look with respect on those who speak English.
And because of many other factors, Indians are one of the most adept people in English language.

The Korean education system focuses too much on reading comprehension and grammar. It should be tweaked to include more conversation, which is more valuable in the real world (especially in business).

As a Korean college student, there is a reason why Koreans focus on reading and listening English in the Korean entrance exam education. This is because the language of all information in the world is mainly in English. The text of the entrance examination English is mainly made by excerpting the thesis of English-speaking scholars. At Korean universities, there are many cases where I learn mostly English-language documents or theses. Reading English at the thesis level is essential. Most Koreans do not have the opportunity to do business with foreigners when they work. Therefore, English conversation is not necessary except for certain industries.

Their English generally a lot better than majority of the US university graduates with their secondary language. If they think their English is 'bad', they have not heard us with our Spanish.

their english is all passable to good and better than many immigrants who've been in the U.S. for decades so I think they're being too hard on themselves. it's a flaw in the educational system that shames students for making a mistake when in reality they're easily understandable
Do you know what drives me nuts? People from the USA (or countries with a majority of native English speakers) take for granted that every single person knows how to speak English. As someone from Europe, where people usually know more than 2 languages or at least 2, you should leave your comfort zone and embrace other cultures

I myself know more then one language but I dont look down or take issue with someone who only knows one language. Its there choice to or not to learn another language other than their own, it dosent make me special or better than them. Just because someone dosent know more languages dosnt mean there dumb or dont care about other cultures.
