I guess the best solution is, HMMmm, create a system to deny those few per cent to end their hoarding by creating medication or psychological treatment and a universal system to counter such addiction.. like anything else, addiction needs to be carefully studied and applied the methods to veined them off their psychological impairment.. True, but "Centralization of debt the hands of the state, by means of a national bank with state capital and an exclusive monopoly" is exactly what Marx wanted and what we have now. By controlling debt, you get to pick winners and losers. Marx thought that the ruling class, being smarter than the serfs would do a better job with resource allocation.
